The Sugar Plantation is the core business line for PADIC Program Limited. The first PADIC Sugar Plantation will be located in Shangombo district of Western Province Zambia. Under the Shangombo Sugar Cane Project, PADIC intends to develop an area of 30,000 hectares for irrigated land under sugar cane for sugar production.

The project area is located in Shandambi area of Shangombo District, and has been selected, mainly, due to the easy accessibly of water from Cuando River, Zambezi River and Lueti River, availability of good irrigable soils and the proximity to potential local and regional markets for sugar.


The Shangombo Sugar Plantation

The goal of the project is to reduce poverty levels in the Shangombo Districts of Zambia through exports of sugar from Zambia to the region and beyond. The main objectives of the PADIC – Shangombo Sugar project are to:

Develop 25,000 hectares for irrigated land in possibly 3 phases, over a period of twelve years (first and second phase 10 ,000 hectares each and the third phase of 5,000 hectares,

In preparation of this project, PADIC completed a Pre-feasibility Study in September 2016. Irrigation water will be taped from the Cuando river. PADIC plans to provide the project area with the proper infrastructure in terms of roads, power, housing, factory and other social and farm services. Sugar cane will be the main crop to be grown in the area to supply cane for sugar production. The chain of sugar cane plantation, production, processing and marketing of sugar will be managed through PADIC.

The Republic of Zambia in general and Shangombo
District in particular, is facing a power supply deficit owing to diminished
surplus generation capacity in the region and the growing electrical energy
requirements in Zambia.  Currently, Shangombo District is operating at
500,000 kilowatts supply by the country’s power utility company, ZESCO, which
is insufficient. This has resulted into ZESCO having to switch off power from
22:00hrs in the evening up to 06:00hrs the following morning.
The solar power generation will be from a new solar
power plant constructed, commissioned, owned and operated, by the successful
bidder to be selected by Mo Strander Pty Limited, through an International
Closed Bid (ICB). This initiative is in line with the Zambian Government’s 7th
National Development Plan on energy of providing affordable, reliable and adequate
supply of energy for sustainable development, as well as improving access to an
efficient use of energy resources. 
The Mo Strander PTY Limited would therefore like to
engage companies or firms for the Design, Supply, Installation and Management
of a 100 MW Solar Power Plant with suitable storage capacity. The plant will be
located in Shangombo District, Western Province, Zambia.


Therefore, Expression of Interest is invited from power generation companies /Independent Power Producers (IPPs) /power plant developers / Captive Power Producers for Design, Supply, Installation and Management of a 100 MW solar power plant.

Financial assessment based on proposed tariff and full underwritten finance for project.
Legal assessment based on terms and conditions of bid.



The Project includes the design, construction, ownership, financing, operation, maintenance and management of an independent solar power plant having a nominal capacity of 100 MW Peak AC under a Build, Own and Operate framework.

Subject to being able to satisfy the Minimum Functional Specification (“MFS”), bidders will be free to design and select equipment as they see fit.

The Project will be the subject of a competitive tender and a contractual framework substantially, and in line with international best practices.

It is envisaged that the Project will be privately financed through a combination of sponsor and third party equity and non / limited recourse debt.

Mo Strander Pty Limited will shortlist (pre-qualify) companies based on assessment of the received expressions of interest using the information as requested.
